American Claims on England.

A petition to Secretary Seward is circulating in Boston, and has already received the signatures of some of the largest shipowners of that city, praying him not to press our claims on the British government for the depredations of the Anglo rebel cruisers. The petition states that when England becomes involved in war, which cannot be far distant, the position which her government has taken in regard to the fitting out of rebel cruisers, if allowed to stand as a precedent, will give us such an advantage that we can, by furnishing privateers for her adversary, inflict on her commerce damage a hundred times greater than that she has allowed to be inflicted on ours.
