THE UNITED STATES AND MEXICO.
IN THE HOUSE—Feb. 19. 1838.
Mr. ADAMS submitted the following,
which lies over one day, under the rule:

Resolved, That the just claims of the citizens
of the United States upon the Government
of the Mexican Republic for indemnity
for injuries upon their persons or property, committed by officers
or other persons subject to the
Mexican Confederation ought not to be
nor abandoned by the Government
of the United States.

Resolved, That the existing relations between
these United States and the Mexican Republic
cannot justify the United States, on any principle
of international law, in resorting to any measure
of hostility against the Mexican Government or
People.

Resolved, That in the present state of relations
between these United States and Mexico, nothing
has occurred which can justify the continued sus-
pension of amicable negotiations between them.

Resolved, That the President of the United
States be requested to resume amicable negotia-
tions with the Government of the Mexican Con-
federation."

On motion of Mr. HENRY, the following
was agreed to:

Whereas, the great mass of both public and pri-
vate business for a number of years past have so far
exceeded what Congress could be reasonably attended
to and have greatly increased at the present session,
which should be portion of that business at least, that more prompt
and definite action may be had thereon.

Whereas, the delay and expense attending the
mode of getting and adjusting private claims it is believed can be advantageously reme-
died by constituting a Board of Commissioners for
that purpose, consisting of three or five competent
persons, whose duty it shall be to examine, adjudi-
cate, and pass upon all private claims against the
government with the least possible delay; whose
determination shall be final and conclusive, and
who shall be allowed a reasonable compensation
for their services. Therefore,

Resolved, That the committee on Claims be in-
structed to inquire into the expediency of estab-
lishing by law a Board of Commissioners for the
adjustment and final settlement of all private claims
against the government.

On motion of Mr. Wise,

Resolved, That the Committee of the District
of Columbia be instructed to inquire into the ex-
pediency of receding, under proper restrictions
and reservations, with the consent of the people of
this District, and of the states of Maryland and
Virginia, the said District to the said States.
