High handed Measure.--With the deepest regret have we learnt that the civil officers of the state of Ohio, agreeably to the provisions of an act of the legislature, but in contempt of the highest judicial tribunal of the United States, and in defiance of the provisions of an act of Congress, have entered the vaults of the United States' Branch Bank at Chillicothe and taken thence the enormous sum required, as a tax, of that institution. This measure we consider a most unfortunate one. It is pronounced by some Ohio papers to be a triumph of state sovereignty: but can it be a matter of exultation to see the sovereignty of a state contending against the sovereignty of the Union? Can it afford satisfaction to a patriotic mind to witness the grossest contempt cast upon the supreme court of the United States, and the strong arm of violence resorted to, in order to drive out an institution constituted and placed there under authority of a deliberate act of Congress? We too would ever wish to see the sovereignty of the states triumph over all unlawful attempts to resist it, but if there be a difficulty between the concurrent sovereignties of the state and the nation, we wish to see neither party triumph : we wish for an amicable adjustment, a correct and constitutional settlement of the proper limits of each other's rights and powers. But we deprecate, in such a case, a resort to force, and we yet hope that the constituted authorities of the state of Ohio, sensible of the impropriety of their course, will restore the money they have thus obtained and submit the subject to a regular judicial decision.
