On Thursday last the House of Representatives unanimously concurred in the resolutions recommended by the Committee on Foreign Relations, in regard to acknowledging the independence of the South American States. Whether the same unanimity will prevail in the Senate, is to be determined. We have but little doubt, however, that the vote will be decided in favor of the measure.— Mr. Garnett, who voted in the negative, has displayed a rare instance of independence of spirit,— which entitles him to respect and admiration, from those who may differ from him in opinion, as to the correctness of the vote gave. The majority he was aware was overwhelming; he alone opposed the general current.
