The following article extracted from the Gazette Francois of November 3, gives a succinct but clear account of the latest operations on the Lower Rhine :
BONN, Oct. 27.
The centre and right wing of the army of the Sambre and Meuse have now recrossed the Rhine. The Austrians, far from molesting the Republicans in their march, appeared very solicitous not to enter any of the evacuated places before they were intimately convinced that the French did not intend to return. Jourdon's head quarters are established here. The whole left wing of the army, which according to all appearance will remain on the east side of the Rhine, is under the command of the brave Kleber, who has taken an advantageous position a little below Mulheim: his right wing is covered by the Rhine, the front by the river Wupper, and the left by the chain of mountains running between the Duchy of Bergh and the county of Mark.—Therefore it seems to be the intention of the French government not only to keep possession of the fortress of Dusseldorf, but also of the territory north of the Wupper; extending 36 miles from north to south and 21 miles from east to west, which is by far the best part of the last conquest.
Before the French evacuated the country between the Lahn and Sieg they took the precaution to transport on this side of the river, all the provisions and other articles that could have enabled the enemy to maintain their ground during the winter season on the Lower Rhine. The country where the Austrians are now posted, looks like a desert : they are obliged to transport the necessary provisions from distant parts of Germany and cannot risk to establish magazines, because they have no place of any strength to shelter them against a sudden invasion of the French, who are in possession of all the passes. All the vessels and ferry boats belonging to the east side of the Rhine have been carried off by the Republicans who remain also masters of all the fortified islands formerly occupied by the Austrians. This circumstance indicates that the enemy will have no peace in their winter quarters.
