Washington, Nov. 23.—Secretary of War Root has upon his desk a sensational report of riotous, mutinous and criminal offenses committed aboard the transport Tartar, which brought the Kansas troops from Manila to this country.
According to reports the Tartar was for some days a floating hell, the most serious crimes being committed against persons, including women. If these reports be substantiated it is believed the offenders will be shot under military law.
This is the second investigation which has been had of the Tartar affair, and up to this time the secretary of war has refused to make public the report or give out any facts concerning the alleged crimes committed on board the transport.
Under the decisions of the courts, volunteers mustered out of the service can not be prosecuted under military law, but if it turns out that any of the staff or regular army officers aboard the Tartar have been guilty of scandalous conduct the secretary of war will promptly order a court martial to try them.
