BRIEF.

CHESTER, W. Va., Dec. 12.—Mayor Frank Chapman's liberty after his arrest on conspiracy charges was short lived. Immediately after his release on $1,000 bond another warrant was sworn out charging him with perjury at New Cumberland.

It was thought he went to East Liverpool to escape detection and two warrants were sworn out charging the mayor with being a fugitive from justice and given constables. The mayor, hearing of the charge, proceeded to New Cumberland and surrendered himself giving $800 bail.
