Many Expected For Alaska Legislative Council Meet

Local Problems, State Government Views to Be Aired

A group of state and congressional candidates will converge on Kodiak next week, when the Alaska Legislative Council meets here for a four-day session. The daily sessions will begin Friday, October 17 and will continue through Monday, October 20.

Sen. Ralph E. Moody, council chairman, has announced that legislative candidates from the Southcentral and Bristol Bay areas and the candidates for governor, secretary of state, and congressional seats have been invited to attend the public sessions.

Matters to be discussed will include organization of the legislative branch of government under statehood, security or "Blue Sky" laws, report on workmen's compensation, fisheries, probate code, motor vehicle code, revenue and taxation, and a survey of banking, oil and gas laws.

Prof. Louis Loss of the Harvard University Law School will discuss matters relative to the "blue-sky" laws for the new state. Drs. Gerald W. Johnson and Wilson J. Frank are the two speakers on atomic energy. There will also be two representatives of the Security Exchange present. These are Mr. Newton and Mr. Weber.

The group will begin arriving October 16. Sessions will be held in the Federal courtroom beginning Friday morning.

Saturday evening a no-host cocktail and buffet dinner will be held at the Montmartre Inn for the visiting council members. The public is invited to attend, as the group is anxious to meet as many people in the area as possible.

Leon (Ole) Johnson is in charge of the dinner arrangements. The Chamber of Commerce legislative committee, under the chairmanship of John Gibbons, will present a number of recommendations to the council. Other groups in the city will submit briefs on matters of local problems. The newly formed rental owners association will also present matters relative to the local housing rental situation.

Witnesses and other interested parties will testify and representatives of the Atomic Energy Commission will discuss peacetime uses of nuclear energy in Alaska.

The legislative council is a permanent interim committee of the legislature which will continue under the state constitution. The council considers public policy and analyzes subjects likely to come before the legislature. It provides services required by the legislature in preparing for final action.

In addition to Senator Moody, other members of the council include Senators Paul B. Haffland, Fairbanks; John A. McNees, Nome; Frank Peratrovich, Klawock; Vic Rivers, Anchorage; Reps. Seaborn J. Buckalew, Anchorage; George B. McNabb, Fairbanks; and James A. von der Heydt, Nome.
