The Legislature of New-York was to commence its Session on Tuesday last. As the parties in the lower house of the legislature are nearly balanced, it is by some apprehended there may be a stormy session—that the Van Buren party will endeavor to throw all manner of obstacles in the way of the whig administration—that they will, under their former false plea of "retrenchment and reform," attempt to undo what the true policy of the state has long been engaged in rearing—the system of internal improvement by canals and railroads—and that to effect it they will strive to array one section of the state against another—the southern tier of counties against the northern and centre—and the western section against the city. We have reason to believe, however, that all their efforts will prove fruitless—that though the whig party may differ as to the policy of some of their measures, as a party they will adhere to each other in all their movements for the common benefit of the state; and that in the party appointments there will not be witnessed one half of the bickerings and heart-burnings they have been accustomed to see in the ranks of their opponents. Gov. Seward's message will probably point out some things which he may think sound policy requires to be done. He is not a man to shrink from responsibility—he is, in fact, just such a chief magistrate as the good of such a great state requires—prudent, independent, and energetic.
