The Governor's consent, cannot be obtained, we understand, in order to the calling out of the 4th Brigade. The Brigadier General must console himself as he best can under the failure of his darling project. His inordinate attachment for military show is hardly excelled in the person of our late town visiter, Gen. Fitzpatrick, the crazy Irishman. In justice to the latter, however, it should be remarked, that there was some excuse for his childishness-disappointed affection and brandy. But no plausible excuse can be assigned for the Brigadier's persevering efforts to call out 4 or 5000 of the laboring class at an aggregate sacrifice by them of 25 or 30,000 dollars.
