WASHINGTON—The Senate by a vote of 55 to 21 adopted the Copeland resolution calling on the President to intervene in the coal strike only to have Mr. Coolidge refuse to act. Administration Senators were coerced into voting for the measure by pressure from the cities where coal shortage has caused acute suffering. The President indicated he considered the resolution merely a suggestion that does not bind him to action. He said he would have acted before if he had authority but that interference now would make matters worse. Representative Boylan of New York charged that financial interests are supporting anthracite operators in a move to destroy organized labor.
