Extract of a Letter from Liverpool, December 1.

"There is the Devil to pay in this town at present--all mad in Electioneering. The two opponents are Pennant and Gildart: The night we arrived in town Pennant's mob was outrageous; the Talbot, the Golden Lyon, and Milestone, with about a dozen gentlemen's houses, had not a window or a window frame left standing; nay, they even entered the houses, and destroyed all the furniture they could lay their hands on, even the palisadoes before the doors, cut the window-curtains to pieces, and mashed the pier-glasses: In short, they did every mischief they could, but pulling down the houses. Such devastation I never saw before; there is hardly a night but some mischief is done. Where it will end GOD only knows."

Such are the times! Such the manners! Let there be no Riots in America!
