EMBARGO TAKEN OFF PLANES FOR MEX. SHIPMENT State Department Makes Move in Interest of Aviation Development
WASHINGTON, March 24 (AP) Amplifying a change in policy that began with the flight of Col. Charles A. Lindbergh to Mexico City, the state department announced today that commercial airplanes had been taken off the list of articles forbidden for exportation to Mexico under the embargo against shipments of war materials and munitions.
Since 1926 it has been necessary for any person desiring to ship airplanes of purely commercial character into Mexico to obtain an export license from the state department.
Even in cases where flights into Mexico were contemplated, licenses were required.
The first of these licenses for transportation by air to Mexico of commercial aircraft was that granted Col. Lindbergh.
It was followed by others and since last December all applications from manufacturers or from any other source for permission to export commercial planes to Mexico have been granted as a matter of policy.
It was explained at the state department today that because of the desire of the Washington government to promote development of commercial aviation, this policy with respect to the embargo had been evolved and that today's action was merely a routine removal of commercial airplanes from the list of articles or commodities forbidden for export under the arms embargo since it was intended to continue to grant license for export of commercial planes in any case.
Military airplanes as well as virtually all other war materials or munitions remain under close embargo and may be exported into Mexico only on their export license, which this far has been granted only in cases where the Mexican government itself has desired to purchase such materials in the United States.
