October 16. The high Strain in which the Turkish Plenipotentiary lately spoke at the Congress with the Russians, on the Basis of a Pacification, is generally attributed to the Intrigues of the Prussian Machiavel; for the Turks, vanquished as they have been repeatedly, would doubtless be glad to conclude an unprosperous War, had they not secret Assurances that the Russians would be attacked by a fresh Enemy. The Attack upon the Grand Duke's Territories now explains the whole Secret, and possibly may kindle the Flame of a general War in Europe much sooner than was expected by the deepest Politicians of the Continent.
