There is a lamentable infatuation, that for some time past has inspired the councils of Great Britain. It is an endeavour to unite the empire, not by affection and mutual happiness, but by taxation; in America it has proved fatal, and would have done so in Ireland, but the spirit of the people having acquired for themselves the establishment of a constitution and imperial legislation, operated in resisting the British system. Another idea then stated in the minds of those state empirics who are at the helm; a universal monopoly of commerce, which, when they had perfectly established in Ireland, they meant by humbug to carry into France, America, and other countries, but their very ground-work discovered the design. America, in high resentment, has coerced the trade of British ships in their ports, and France by a hostile arrest has ruined half the manufactories, by proscribing their entry and sale in that kingdom, in consequence whereof the city of Norwich this day exhibits a rueful spectacle of unemployed thousands; there being actually but two houses at work, in consequence of the failure of the French orders.
