Letters from a gentleman of good information in Holland, dated the last of August, mention, that the interest of the United States of America advanced with great rapidity in the United Provinces, and from some late acts of the States General, the highest hopes of a political connection between the two countries were entertained. The following acts are taken notice of. Their ordering a number of British prisoners brought into one of their ports by an American cruizer, to be detained in their goals, in order that they be exchanged for Americans, or returned to their captors. Their licensing vessels to sail to the ports of Boston and Philadelphia. Their instructions to their cruizers to act in conjunction with their allies the French, Spaniards and Americans, and to carry their prizes into any of the ports of France, Spain, the United States of America, or Sweden, as may be most convenient. The writer observes, that from the nature of their constitution, the Republic of the United Provinces are slow in their public measures, but firm and persevering in whatever they have once agreed upon; and that the negociations seem to be ripening much faster than is customary in matters of such consequence.
