By the laws of the state of Ohio, every black and mulatto in the state is required to produce a certificate of his or her freedom, and to enter into bonds with at least two good freehold securities, in the penal sum of at least five hundred dollars, conditioned for his or her good behaviour, and for not becoming a town charge. It is made the duty of the overseers of the poor in the several towns, to remove from the town all persons of color who do not comply with these requisitions; and all persons resident in the state are prohibited employing, harboring or concealing, all such persons not furnished with the certificate, and who have not given the bond required, under the penalty of a fine of one hundred dollars. Slavery is not permitted in Ohio, and the laws seem calculated to guard effectually against the introduction of free blacks.
