Roume, particular agent of the French directory, at St. Domingo, has issued an arrette, dated at Cape Francois, the 30th August, to prevent the entry into the ports of that island, of neutral vessels, arriving from the British colonies, and British vessels under neutral colors.— In consequence, the Nantucket, Capt. Lewis, arrived at the Cape, from Martinique, has been compelled to depart, carrying with her the produce of her sales. Neutral vessels, arriving from stress of weather, are to depart immediately. English vessels to be confiscated.
