NORTH CAROLINA LEGISLATURE.—A Secession paper, published at Raleigh, the Capital of North Carolina, stated that a disgraceful scene occurred in the Legislature, when the news of the capture of the Hatteras forts was received. The paper declined, for the credit of the State, to give any intimation as to the character of the scene; but the New York Times gives some intelligence derived from two gentlemen recently from North Carolina, in explanation. The Times says:

These gentlemen confirm the report we have already published concerning the effect of the receipt at Raleigh of the news of the taking of Hatteras by Union troops. Before they left home letters had been received from Raleigh, stating that the Legislature was in session when the capture was announced, and that the Union men rose in their places, and cheered and swung their hats, and were so noisy in their rejoicings that all business was for the time suspended. The same feeling, to a considerable extent, pervaded the people of the city.
