Uruguay Has U. S. Backing

Washington, Dec. 13—AP—The United States sought to hold the Pan-American line today for Uruguay's proposal that western hemisphere republics discipline offending members of the family.

The Uruguayan suggestion of collective action against republics which fail to fulfill hemisphere commitments has received the State Department's "unequivocal adherence."

It faces tough sledding among Latin American republics which fear it might provide the "giant of the north"—the United States—with a "big stick" under another name.

The Uruguayan proposal would have the American republics act jointly against any one of their number not fulfilling international obligations or denying its citizens human rights.

Argentina of course announced she would not support the proposal. Mexico followed suit, arguing that the time-honored principle of non-intervention in this hemisphere should not be tampered with.

Cuba, Ecuador, Chile and Brazil expressed a similar viewpoint.

Venezuela agreed with Uruguay in principle but specified that violence not be used. Panama said basically Uruguay was right but that she wanted to know how "multilateral intervention" would work.

U. S. diplomats predict Nicaragua, the Dominican Republic, and Honduras will oppose the proposal.
