The following is the Note sent to the late Emperor of Russia by his Empress for him to sign as a formal voluntary renunciation of the Empire which according to a Manifesto published by Authority at Petersburg he actually did sign and returned it again to the Empress by Gen. Ismaeloff.
DURING the short time of my absolute reign over the Empire of Russia I have been really sensible that my abilities were not equal to such a burthen and that it was above my strength to govern this Empire not only sovereignly but in any manner whatsoever. Accordingly I did perceive the tottering which would have been followed by its total ruin and covered me with eternal ignominy. Therefore after mature reflection I declare without any restraint and solemnly to the Empire of Russia and to the whole world that I renounce for ever the government of said Empire not wishing to reign therein either sovereignly or under any other form of government nor even hoping ever to attain to it by any succour whatsoever. In witness whereof I make sincere oath before God and the whole world having wrote and signed this renunciation with my own hand this 29th day of June 1762. O.S.
