Legislative.-We learn from Frankfort, that the House of Representatives did not succeed in electing a Speaker on Monday. Messrs. Ward & Blackburn were the candidates, the former for Jackson, and the latter for Adams. On the first ballot the vote was 47 to 47. On the second ballot Ward 48, Blackburn 47-but, according to the coalition tactics, another member friendly to the administration arrived, claimed the right to vote, and was permitted to vote after the second ballot was taken, and another tie was the consequence--48 for Ward, 48 for Blackburn. The Jackson member from Woodford, voted for the administration candidate, and two members were absent, Messrs. Sanders and Helm. The actual strength of parties in the House is 51 for Jackson, 49 for Adams.—[It will be recollected that the Adams Editors in this state claimed a majority of 18 or 20 in the House of Representatives of Kentucky!
