The last accounts from France are very favourable to the cause of the republic.— In addition to the victory over the Duke of York, in which his loss was 1200 men, killed and disabled, there had also been an engagement between the French and Spanish forces, near Bayonne, in which the Spaniards met with a severe repulse and were driven back to St. John de Luz, which is on the frontier. In their retreat being stopped by a river, great numbers perished in attempting to swim it. The French returned to Bayonne, in and near which they have a powerful army. In France there was plenty of every species of provisions, and in general at moderate prices. Every impartial stranger, that had an opportunity of seeing, represented the idea of foreign conquest as absolutely impossible. The English vessels of war had received orders to stop all American vessels carrying provisions to France; several had been seized in consequence, and carried into their ports. Six hundred thousand men had enlisted in the middle departments of France in one month, and three millions could be raised, if necessary, of able and determined men. The prospects of their this year's crops were very favourable, and more ground under cultivation than at any former period under the monarchy.
