Secretary Windom's course in refusing to make public the price paid for silver under the new silver bullion law, has brought him under severe censure and distrust. There is no plausible excuse whatever for this dark lantern course and it leads to a well-founded suspicion that the secretary is co-operating with the Wall Street speculators and mine owners to swindle the government and control the money circulation which the law gives him the power to do. It is a fraud at best, and if the secretary pursues this course further there will be some tall kicking and investigating.
