The States of Holland have made overtures for an alliance with the House of Austria. How these propositions will succeed does not yet seem to be certainly known in Europe, as it is thought the Emperor of Germany is rather averse to such an alliance. Holland, it is said, has become extremely weak from her being obliged to send home the 2600 German troops that garrisoned her posts, and sending out the flower of the national troops to crush the growing spirit of revolt in the possessions of the republic in the West Indies.
