BALTIMORE, June 28.

MEXICO.—By the steam boat yesterday from Norfolk, we have received the papers of that place to Thursday. They contain advices from Mexico to the 27th May, brought by the U. S. schooner Pilot, Lieut. Stribling, from Vera Cruz, via Thompson's island.

The political commotions in Mexico had settled down into tranquility. The new Congress would convene as soon as the elections were completed, which would probably be in the course of the present month. It was not ascertained what description of government would be adopted. The Congress exercising, ad interim, the functions of government, had decreed that all the acts and proceedings under the reign of Iturbide were illegal, and that no law passed during his reign should be valid unless re-enacted by the Congress. Considering that Iturbide has been denounced by them as a traitor and usurper, the Congress have shown him the most signal evidences of kindness and humanity. They have passed a decree permitting him to select the place of his banishment and they have also allowed him twenty-five thousand dollars per annum, during his own life, and eight thousand dollars per annum to his family, after his death.

We are much gratified to learn, by this arrival, that the health of Com. Porter which had been much impaired by unremitting attention to the duties of his appointment was rapidly improving; a short time, it was hoped, would find him entirely reinstated.

The schooner Pilot, in coming in to Norfolk, grounded in the bay of Craney Island; and in attempting to replace the irons upon the pirate, who had been captured in her passage home, he made considerable resistance and finally threw himself overboard. It is informed that he has been re-taken—thus verifying the old proverb: he who is born to be hanged will never be drowned. He was taken at the house of a gentleman in the neighborhood of Craney Island, who mistook him for an object of charity and ministered to his necessities accordingly.—He has since been lodged in jail. He is a Portuguese, and states his name to be Manuel Catecho, but stoutly denies ever having been engaged in any act of piracy. He is a horrid looking fellow.
