Let Congress, at its next session, tax incomes, so as to make the millionaires of the North—who made their money either out of the necessities of the war or of monopolies granted by the republican congresses, and who pay no taxes to the government while drawing millions as interest—pay something towards supporting the government; and next, set apart all the public lands for educational purposes, the fund arising annually therefrom to be distributed among the States according to illiteracy. Let the democrats pass these two measures next winter, and great burdens will be taken from the people, and great good be done, in an honest, legitimate way, toward educating the rising generations.
