Ask All Segments of Nation to Work for Better Economic Balance
MESSAGE STRESSES CURRENT WAR PERIL
WASHINGTON, Jan. 3. (UP)
President Roosevelt today called on congress anew for enactment of wages and hours legislation, asked the co-operation of all segments of the nation in achieving a better economic balance and announced that a balanced budget would not be attained for the next fiscal year.
The president declared that he will submit a special message later proposing that congress change laws affecting business.
In his personal appearance before congress today he presented terse analysis of world conditions, emphasizing that the perils of war make necessary the maintenance of armed strength sufficiently high for all purposes of self-defense and said that peace had been kept by the United States despite provocations which in other days would have engendered war.
Roosevelt emphasized his determination to advance upon the same new deal fundamentals which hitherto had been proposed and called for prompt agreement on the farm program now in conference in the house and senate. He asked specifically that congress keep the cost bills of the administration within the figure of current government expenditures in aiding agriculture.
He reasserted his approval of the proposed changes in the tax laws.
Three essentials were laid down to be considered in the revisions of present statutes:
1. The total sum is not to be decreased;
2. Abuses by which individuals and corporations escape the payment of taxes are not to be restored;
3. Provisions which work hardships on small business should be changed.
