Extract of a letter from an intelligent American gentleman, dated London, 25th & 26th Sept.
I am sorry to inform you that the war with America is now so popular in this country, that I fear the government will not be inclined to make peace with us. The whole nation, excepting a few persons interested in the American trade and funds, is now hostile to us, and anxious for a continuation of the war under an impression that our administration is in league with the French and co-operating with Bonaparte.
It was generally believed here that Lord Walpole was sent to negotiate with our Commissioners at St. Petersburg, but Mr. Alexander Baring assured me this morning, that it is not so. He says Walpole's mission is of a very different nature and that this government has positively rejected the mediation of Russia. This country was never so formidable as at present and its commerce is rapidly increasing. The loss of our trade is considered here of no great importance. I think you may safely calculate on a continuance of the war (and, I fear) for some years. This government was unquestionably anxious for a peace with America, but the changes which have taken place in Europe, and the increasing hostility of the nation, will, I dread, induce, if not compel, the ministry to continue the war, which I understand will be prosecuted with redoubled vigor next spring.
I have been informed from good authority that Admiral Warren was instructed to confine his operations to the destruction of our commerce, and to avoid acts of irritation.
