New Restrictions upon the TRADE OF THE UNITED STATES.

Louis Napoleon, "King of Holland, and Constable of France," issued a decree on the 27th November, declaring that "no vessel shall be permitted to enter the ports of that kingdom," nor to land any merchandise, that all vessels, touching at English ports, and carrying on any prohibited commerce, or bringing from thence any merchandise, letters or passengers; or taking on board a cargo, and bringing into a Dutch port any merchandise &c shall not be permitted but directly detained and confiscated -the masters and crews of such vessels to be sent to the Dutch ships of war, as common sailors. No vessels to be excepted from this decree, save those which are laden with tea and other Chinese products, which had obtained a license to proceed for a Chinese cargo--and vessels laden with salt, which had not come from an Enemy's port.
