The Democratic majority in the Illinois Legislature have proposed a bill to take all the military power of the State from the hands of the Governor, even to the appointment of the officers of the army, and vest it in three Commissioners—a majority Democrats, of course. The Governor is Commander-in-Chief of the army of the State, but this bill virtually places him one side, and installs in his place a triumvirate, in whose hands he is a mere puppet—a prisoner in his own house. It is one of the most barefaced attempts at usurpation, and usurpation for the basest purposes, ever attempted. The mover tried to rush it through the Senate under suspension of the rules, but he did not succeed, and it takes the usual course.
