We are informed, upon very respectable authority, that Mr. Secretary Smith has declared that he never saw the instructions of Mr. Erskine, as lately published, and that during their conversation, previous to the arrangement, no allusion was had to the two points mentioned in Mr. Canning's published dispatch. It is also added, that Mr. Erskine persists in declaring that he has acted strictly in conformity to his instructions. Thus the whole odium of the rejection of the arrangement devolves on Mr. Canning.....Phil. Gaz. (Federal.)
