Philadelphia, May 16.

St. Domingo.--Captain Cornell, of the schooner Mercury, (arrived at N. York,) in 20 days from St. Domingo, informs, that Petion had issued a proclamation, ordering every white French inhabitant to leave the Island without delay. It is said, that he had adopted this measure in consequence of discovering a number of intercepted letters, that the white French were secretly countenancing and aiding Gen. Rigaud in an attempt to destroy Petion and destroy the government: An engagement between the troops of the two rival chieftains was daily expected.
