"L'Orient, [France] June 22. His Majesty has thought that the best means to succeed would be to increase the number of free ports in his kingdom: in consequence thereof, his Majesty in Council has been pleased to order what follows, viz.
Art. I. The port, and that part of the town of Dunkirk called Upper Town, the town and territory of Marseilles, are to continue to enjoy the freedom which they are in possession of, without any innovation.
Art. II. To begin from the first of July next-the port and town of L'Orient will have the full liberty of receiving the ships and merchandise of all nations, and to export all kinds of productions, and goods, in the same manner as at Dunkirk, except the precautions and formalities his Majesty may think proper to order hereafter for the trade with the East Indies, China, and the French West Indies.
Art. III. The port and town of Bayonne, those of St. Jean de Luz, and their territories, will enjoy, from the first of September next, the same liberty and freedom expressed in the before mentioned article, for the foreign trade by sea and by land, as it will be fully explained by the letters patent, which will fix the extent of the privileges of St. Jean de Luz, &c.
