September 23.

Private letters from Constantinople of the 10th of August, state, that according to the last accounts which had reached that place, nothing of the least importance had been done towards the reduction of Alexandria. Menou had been a second time summoned to surrender; but he wholly disregarded the notification, except by returning a positive refusal to accede to the proposed terms of capitulation, and by repeating his unalterable resolution to defend the place to the last extremity. The hopes of the final triumph of the allied armies in this contest are strongly expressed in these letters, and the arrival of a few thousand men to reinforce Menou's scanty number of troops, instead of being a means of protracting the campaign, is viewed as the very circumstance which would compel the French commander to agree to an immediate surrender. The army of the late Mourad Bey, now under the command of Osman Bey, has, it appears, made a general submission, and is now wholly united to the Allied Forces. The French prisoners who have been for a considerable time confined in different castles of the Black Sea, have been lately recalled by a fetman, for the purpose of being exchanged, and they arrived about the beginning of August in Constantinople. It is supposed that these prisoners will immediately be sent to Toulon, and that an equal number of Turks will be returned, who may have been taken prisoners by the French in Egypt. The noted Jean Bon St. Andre is among the number of these prisoners, and it is said that neither his health nor spirits have been at all impaired by his long imprisonment.
