PRESIDENT WILSON TENDERS COUNSELOR OF STATE DEPARTMENT PERMANENT PLACE AS SECRETARY.

Washington, D. C.--President Wilson today offered Robert Lansing the post of permanent secretary of state, at a White House conference. It was said an announcement on the subject would be made late today.

Mr. Lansing is unusually skilled in legal matters of an international nature. In 1892 he was associate counsel for the United States in the Bering Sea arbitration. He was solicitor for this country before the Alaskan boundary tribunal in 1903. He appeared also as counsel for the North Atlantic Coast Fisheries at the Hague arbitration, and he was agent of the United States, in the British and American Claims arbitration in 1912. He has written a book on American government and has been associate editor of the American Journal of International Law. These varied activities, in addition to his services as Counselor for the State Department, have given him valuable training for the post now offered him.
