WASHINGTON. D. C.-Senator J. Howard McGrath, of Rhode Island, chairman of the Democratic national committee, last week refused to make any concessions to a committee of southern Governors in a conference which had been billed as a showdown on President Truman's civil rights program.

Answering a series of questions, Senator McGrath made it clear, revolt or no, there will be no retreat.

Attending the conference were Governors J. Strom Thurmond of South Carolina, chairman of the gubernatorial committee; R. Gregg Cherry of North Carolina, Ben Laney of Arkansas, Beauford H. Jester of Texas, and William P. Lane, Jr., of Maryland, who was not a member of the committee but attended as chairman of the Southern Governors Conference.

"Do you, as chairman of the Democratic national committee, deny that the proposed anti-poll tax law, the proposed anti-lynching law, the proposed FEPC law, and Federal laws dealing with the separation of races, and each of them, would be unconstitutional invasions of the field of government belonging to the states under the Bill of Rights in the Constitution of the United States?" asked Gov-
