The Florida Plan.

The South Carolina plan has been discarded in Florida, because of the prominence given to the violence by which it is marked. In its intended results the Florida plan will be as effectual in excluding Republicans from participation in the November election as the shotgun policy in Mississippi or the red shirt policy in South Carolina. As in the other Gulf States, the election in Florida promises to be entirely harmonious and almost entirely unanimous. The Southern Democrats are at last conciliated.
