DOVER, Del., Feb. 26th, 1883.

This afternoon the Legislature entered upon the ninth week of the present session, and at the calling of the roll quite a number of the members of both Houses were absent, unable to be present on account of pressing business elsewhere.

Taking everything into consideration, the present week ought to be a busy one and considerable work should be done, but judging from the small number of bills in shape for final action, but few matters of this kind can be disposed of.

To-morrow afternoon will be devoted by the House to the further consideration of Dr. Crawford's bill against bribery at elections.

The bill re-imbursing B. F. Townsend for the construction of Third street bridge in the city of Wilmington will in all probability be considered this week. Other important bills, such as the Wilmington City Charter, Increased Representation, and other legislative matter of vital import, which should have been introduced long ago, are allowed to remain in apparent obscurity, and when the proper time arrives for the adjournment (the last of March,) the Legislature will find a large amount of business on hand, which will carry the session far into the month of April if not May, and the people can take in the situation as they see fit, and judge from the work done how their representatives have served them and their State.

The subject of increased representation still hangs fire, and from all accounts but very little will be done with the matter at this Session of the General Assembly, beyond providing for a constitutional convention, which means a delay of about four years before New Castle County will have her rights.

There is some talk, however, of a bill giving New Castle County an increase of four representatives, but this change will no doubt be made by a constitutional amendment. At present the majority of the members appear to be entirely at sea on all matters of importance to the State and the residents therein, but when it comes to private incorporation acts, stock laws, dividing school districts and such like, they go right ahead with a vim, which is clearly proven by the large number of such matters acted upon by the present session.
