"He designs pardoning all except about one thousand of the civil and military leaders, whose fate will depend on the action of Congress. A general amnesty, excepting these cases, is not deemed expedient, as the announcement of a prescribed list would not only create dissatisfaction throughout the country, but still further embarrass the President, by arraigning against his policy a powerful combination of the friends and the sympathizers of the excepted applicants."
