When Mr. Hale offered his resolution in the Senate Wednesday, directing the Military Committee to inquire whether Gen. Williams was drunk in the face of the enemy in the late action at Lee's Mill, a curious debate occurred. Mr. Foster intimated plainly that the Senate has not taken that high ground upon the whiskey question that would authorize them to criticise the drinking habits of officers. inasmuch as they had confirmed nominees to important offices, of intemperate habits. Mr. Hale acknowledged that the Senate had been careless in such matters. He related that he had met a navy lieutenant at a private party who was drunk, and stole a bottle of whiskey from his entertainer ; but the Senate confirmed the young man's nomination, although the facts were laid before them —

Mr. Sumner said this was done by a pro-slavery Senate. but Mr. Hale reiterated that he had seen no improvement in such things made by the anti-slavery Senate.
