Wednesday, January 19.
Three engrossed bills, for the relief of the sufferers by fire in the town of Portsmouth—for the relief of Henry Messonnier—and for the relief of Insolvent Debtors within the District of Columbia—were read a third time, and passed.
A message was received from the President of the United States, enclosing an annual report of the application of 20,000 dollars, appropriated as a contingent fund for the executive, stating that but one expenditure had been made from the fund, viz. 1,440 dollars, for bringing home American seamen, and that the remaining sum of 18,560 remained unexpended.
