In the House of Representatives,

March 17th, a message from the president was delivered by Mr. Coles, his secretary.

The president states that the recent additional decrees of Spain and France, and the increasing dangers of the seas, furnish another proof of the wisdom of the embargo law. With the message, were transmitted the Spanish decree of the 3d of January 1808, and the French decree of December 26, 1807. The president in his message, remarked, that he had received no official intelligence of the French decree ; but there could be no doubt of its authenticity.

The message and documents were read and referred to a committee of the whole on the state of the union.
