A vessel has arrived at this port in 16 days from the Island of St. Croix, which it left on the 21st July. The captain reports, that previous to his departure a British packet had arrived there, bringing European advices to the 24th June, the most important of which was, that France was about to conclude a peace on the continent, but refused to treat with England on any other basis than the treaty of Amiens. It is possible that such a vessel may have arrived in such a passage, but not probable. There is no doubt, but France will never make peace on any other terms than those stated: whether this report is true or not, such information was to have been expected.
