John W. Forney, the black Republican Clerk, was also serenaded, and made a speech marked by insolence, egotism, and mendacity. He entertained his maudlin and rowdy hearers with the vilest abuse of our venerable President, Mr. Buchanan. The crowd cheered him. This is one of the most striking evidences of the decline of the Republic. If a Clerk of the House had abused Washington, or Adams, or Jefferson as Forney abused Buchanan, he would at once have been expelled from his place.
