BLACK REPUBLICAN REJOICINGS.—Mr. Speaker Pennington was serenaded by his friends in Washington on the evening of his election, and speeches were made by himself, Sherman, Hickman, and others. Hickman, who cowered in the House a few days previously, under the lash applied to him by McClernand and Pryor, spoke on this occasion in the bitterest and most insulting strain. He threatened the South again with eighteen millions of Northern men, and declared that the Union should be maintained by force and in blood. Barking dogs hardly ever bite. John Hickman is an infamous coward and traitor.

John W. Forney, the black Republican Clerk, was also serenaded, and made a speech marked by insolence, egotism, and mendacity. He entertained his maudlin and rowdy hearers with the vilest abuse of our venerable President, Mr. Buchanan. The crowd cheered him. This is one of the most striking evidences of the decline of the Republic. If a Clerk of the House had abused Washington, or Adams, or Jefferson as Forney abused Buchanan, he would at once have been expelled from his place.
