Mr. FENNO,

THE paper which has been published in the Gazettes, purporting to be an official note from the French minister of foreign affairs, to M. Barthélemy, seems to have excited much alarm among the merchants concerned in trade with the British dominions. Whether the note is authentic or not, is as yet unknown: but one thing is certain, that there exists no such order of the British government, as the note represents to have been just given, and which is stated as the immediate cause and justification of the resolution of the directory, respecting neutral vessels.
