The plan proposed by the Duke of Northumberland and the Middlesex and Westminster Committee, is allowed to be the most constitutional and the solidest force that can be employed on the defence of our country. For in whose hands can arms be intrusted with more safety than in the hands of the inhabitants of the country at large. Every man who presents himself is immediately admitted for instruction; and in case of invasion none are desired to inlist, but such as solicit to be admitted volunteers in the royal volunteer companies, which are only meant for the protection of Middlesex and Westminster.
