From PHILADELPHIA, May 4.

Arrived last evening from Hamburgh, the ship America, Capt. Hardy. The America left Hamburgh the 20th of March. Accounts received by her state, that it was probable the French would obtain the loan they had demanded of the Dutch, and that they had overrun a great part of Switzerland, having been victorious in several engagements. A gentleman who arrived at Hamburgh on the 11th March direct from Paris, informed, that our Envoys were there on the 4th without being received by the Directory or having any prospects of a reception. Report by the ship America, from Hamburgh, says, that our envoys at Paris had been refused passports. By Captain Hardy we are also informed, that about the 18th of March a French army was within a few leagues of Bremen, and another body of troops moving towards Cuxhaven, which occasioned some alarm at Hamburgh.
