AN EXTRA SESSION.

The opinion appears to prevail in some quarters that Mr. Polk will be compelled to convene Congress prior to the first Monday in December next, the regular day for its meeting. We do not doubt that the situation of the Treasury will be anything but gratifying before that day arrives, but still we have strong doubts about an extra session being called. No doubt seems to be entertained that the whole of the $23,000,000 authorized to be borrowed will be readily obtained, and by hook or by crook, the Treasury will get along until the regular meeting, when further provision for raising the "ways and means" will have to be immediately made. Indeed even now, if we are correctly informed, the demands upon the Treasury from the operations of the army, are flowing in at a rate that creates some astonishment and alarm, and the requisitions upon the Quartermaster's Department are making sad havoc with the estimates. Much can be done, however, to delay payments by demanding additional vouchers, disputing the authority of the officers to make the expenditures, and resorting to other expedients, so as obviate the necessity for an extra session. We have heard such things intimated; but do not vouch for their correctness.
