WASHINGTON. Apr. 11. (UP)

Committee for Industrial Organization leaders, cheered by the
National Labor Relations Board's
stinging rebuke of their No. 1 foe.
Tom M. Girdler, meet here Tues-
day to map new organization cam-
paigns and survey the effect of the
recession upon organized labor.

Leaders of all the CIO's 35 na-
tional and international unions
have been summoned to confer
with Chairman John L. Lewis to
discuss unemployment, relief, or-
ganizing campaigns, dues collee-
tions, legislation, and political ac-
tivity.

They are expected to formulate
and endorse a large federal spend-
ing program in line with Lewis'
demand for a $3,000,000,000
WPA appropriation and the Unit-
ed Mine Workers' suggestion that
the government undertake a $5,-
000,000,000 low cost housing pro-
gram financed by social security
reserves.

But the steel organizing cam-
paign, considered 75 per cent com-
plete by union leaders, is expected
to be a major topic since the
NLRB chose to hand down two de-
cisions growing out of the futile
strike against "little steel" on the
eve of the conference.

Early last week the board ruled
that Inland Steel company, Chi-
cago, had violated the Wagner Act
by refusing to sign a contract with
the steel workers organizing com-
mittee. The company was ordered
to grant sole bargaining rights for
production employees at Inland
Harbor, Ind., and Chicago Heights,
Ill., to the SWOC and to sign a
contract with the CIO if agree-
ment is reached on wages, hours
and other conditions of employ-
ment.
